Financer la participation des PME à la ZLECAf : des facilités au-delà du Fonds d'ajustement

The Adjustment Fund compensates governments and sectors, not individual SME exporters. Here’s where the actual working capital for AfCFTA-linked trade is coming from.

Why Financing SME AfCFTA Is Not the Adjustment Fund

As we set out in a separate policy note, the AfCFTA Adjustment Fund is a government- and sector-level compensation mechanism, not a direct SME financing window. That leaves the practical question open: where does an SME exporter actually go for the working capital to act on AfCFTA market access once a certificate of origin and a buyer are in place? Financing SME AfCFTA participation therefore depends on existing trade finance instruments, not a new AfCFTA grant pool.

4 Facilities for Financing SME AfCFTA Participation

1. Commercial Bank Trade Finance for Financing SME AfCFTA

Standard trade finance instruments, letters of credit, invoice factoring, pre-export finance against a confirmed order, remain the primary mechanism for financing SME AfCFTA trade, and several regional and pan-African banks have been expanding trade finance products explicitly framed around AfCFTA-enabled trade corridors. The underwriting standard hasn’t changed because AfCFTA exists; a bank still wants a credible buyer, a track record or credible production capacity, and a clean repayment path. What’s changed is that more banks are actively originating this business for financing SME AfCFTA.

2. Development Finance Institution Programmes

Regional and international development finance institutions have run SME-focused trade finance and blended finance programmes targeting African exporters for several years, predating AfCFTA but increasingly framed around it. These typically combine concessional or guaranteed capital with technical assistance, useful for an exporter who needs both the financing and help building the compliance and documentation capacity that makes a bank comfortable lending directly in future for financing SME AfCFTA. See World Bank Trade Finance.

3. Afreximbank’s Role in Financing SME AfCFTA

The African Export-Import Bank has positioned itself centrally in AfCFTA-linked trade finance and settlement infrastructure, including engagement with the Adjustment Fund’s own financing structure. For exporters, Afreximbank’s relevance is typically indirect, through correspondent relationships with local banks and guarantee facilities that make a local bank more willing to lend, rather than a facility a small exporter approaches directly for financing SME AfCFTA, though this varies by country and sector. 4. Buyer-Side Financing

Increasingly the most accessible route for a well-positioned exporter: an EU or regional buyer advancing part of the working capital directly, particularly where the buyer’s own compliance requirements (EUDR traceability investment, for instance) make it in their interest to help finance a reliable supplier’s readiness. This isn’t AfCFTA-specific financing, but for exporters using AfCFTA access to reach new buyers, it’s often the fastest capital to arrange once a relationship is established for financing SME AfCFTA.

Honest Picture: No Single SME Facility

There is no single AfCFTA SME finance facility an exporter applies to and receives funds from. The financing landscape is a set of existing instruments, bank trade finance, DFI programmes, buyer co-financing, that AfCFTA-enabled trade makes more relevant to use, not a new pool of money AfCFTA itself created. Building the documentation (rules-of-origin compliance, a track record, EUDR readiness where applicable) that makes an exporter fundable through these existing channels is the actual work for financing SME AfCFTA. FAQs

Is there an AfCFTA SME grant?

No direct grant. Financing SME AfCFTA uses bank, DFI and buyer instruments, not Adjustment Fund direct disbursement.
