Cocoa entering Europe must be traceable to a geolocated plot, proven deforestation-free since December 31, 2020, and produced legally. The paperwork lands on the European importer’s desk.

The bill is landing somewhere else.

In a policy brief published on August 13, Cameroon’s Forests and Rural Development (Foder) put a name on what we’ve been hearing from producers for months: the cocoa industry’s economic model places “a significant share of sustainability requirements on farmers even though they do not control the price at which their cocoa is ultimately sold.” Foder’s verdict: the producer sits in a “structurally unbalanced position: he bears the costs of the transition to sustainability and assumes production and compliance risks, but controls neither the price nor the final value of his product.”

That is the whole EUDR story in one sentence. And it’s arriving at the worst possible moment for the people being asked to pay.

A price crash meets a compliance deadline

Cameroon’s cocoa farmers just lived through a brutal season. Farmgate prices collapsed to as little as CFA700 per kilogram at their lowest, against CFA3,210–5,400 the season before. Export earnings fell 63% to CFA400.9 billion. Marketed production dropped nearly 20% to 247,914 tonnes.

Trade Minister Luc Magloire Mbarga Atangana called the EU rules a form of “punitive environmentalism” at the July Cocoa Days in Yaoundé, noting farmgate prices around CFA1,800–2,000 per kilogram, levels he said no longer cover compliance costs, farm inputs and labour. Prices have since recovered to roughly CFA2,750–2,900 per kilogram, but the timing of the recovery doesn’t erase the season of losses. It is out of this depleted cash position that farmers are being asked to finance farm mapping, traceability systems and legality documentation.

Nobody disputes the goal. Cameroon supports sustainability. The question the minister raised (and Foder formalized) is how the financial burden of the transition is shared across the value chain. Right now, the answer is: it isn’t shared. It sits at the bottom, on the smallholder.

The mapping gap: 200,000 farmers behind the curve

The arithmetic of geolocation is unforgiving. The Cocoa Interprofessional Council (CICC) had geolocated 150,000 plots covering about 100,000 producers by April 2025, targeting 185,000 plots by the end of this year. Cameroon counts roughly 300,000 cocoa producers. Even at the target, a majority of farmers will be unmapped when the deadline hits.

Who is mapping? Private operators (CAMACO, ETG and others) are doing it at roughly $30–80 per tonne. Multiply that across 247,000 tonnes of marketed production, and you have a compliance surcharge running into tens of millions of dollars, paid overwhelmingly through the supply chain that starts with the farmer.

The July 2026 Abuja Declaration (signed by Côte d’Ivoire, Ghana, Nigeria and Cameroon) demanded what many see as the obvious fix: buyers should share compliance costs. It is the right demand. Whether it becomes market practice before December 30 is a different question, and our clients are not betting on it.

The two-tiered market is already forming

Here’s what worries us most, and what analysts are now saying plainly: from 2027, expect a two-tiered cocoa market. Mapped, traceable cocoa keeps its EU access and commands the compliance premium. Unmapped cocoa (roughly two-thirds of Cameroon’s producers) gets discounted and rerouted to markets that don’t ask questions.

This is the cruel inversion of EUDR’s intent. The regulation was designed to protect forests and reward sustainable production. In practice, the farmers who mapped first (mostly those linked to organized cooperatives or exporters with mapping budgets) consolidate their market position, while the unmapped smallholder, who did nothing wrong, loses value. Sustainability becomes a gate that only the already-organized can walk through.

Cameroon’s government says it is ready (“categorically ready,” in the minister’s words), pointing to traceability coverage across producing areas and ongoing exporter-readiness consultations. The institutional scaffolding is real: ONCC TRACE, GeoShare, EU/FAO satellite land-cover mapping. But scaffolding is not a roof. Systems at the national level don’t automatically reach a farmer in the Centre region whose plot was never mapped.

What we tell exporters and buyers right now

If you source from Cameroon or West Africa, waiting for the compliance picture to resolve itself is the riskiest option. Three moves matter:

Map your supply chain to the plot, now. You cannot file due diligence without geolocation data, and you cannot get that data retroactively at the port. Work backward from your volumes to the farmers you need mapped.

Pay for the mapping. The Abuja Declaration argument is correct in principle, but if your supply base isn’t mapped by December, your cocoa doesn’t clear customs on principle. Treat mapping as a procurement cost, not a farmer’s homework.

Build the premium into the price. If you want mapped, compliant cocoa from smallholders, the farmers’ costs must show up in what you pay. EUDR without a price signal is just a filter that excludes the poorest producers.

This is the work we do at BALIA every day: helping African exporters and buyers meet EU regulations without leaving smallholders behind. Compliance systems that don’t work for the farmer at the bottom don’t work at all.

Who should pay for deforestation-free cocoa: the farmer who grows it, the exporter who ships it, or the buyer who demanded it? We’d like to hear how your company is splitting the bill.

Sources: Foder policy brief, August 13, 2026, via Business in Cameroon (Thierry Christophe Yamb); Trade Minister Luc Magloire Mbarga Atangana, Cocoa Days Yaoundé, July 2, 2026; ONCC price and production data 2025–26 season; CICC mapping figures; Abuja Declaration, July 2026; EFI EUDR Cocoa Factsheet: Cameroon.

This is the work we do at BALIA every day.
